Terms and Conditions
How a job works, what it costs, what happens to your data and what rights you have. They apply to repairs, service, custom PC builds, data recovery and the sale of refurbished equipment.
This is an English translation provided for convenience. The legally binding version is the Czech one (Obchodní podmínky); in case of any discrepancy, the Czech version prevails.
1. Who provides the services

HoroPC is a trade name of this company. The company is not a VAT payer.

Contact point: B. Němcové 719, 252 62 Horoměřice. It is used only for handing over devices in person at a time agreed in advance. It is not a shop or a workshop and has no opening hours.
Compliance with consumer protection obligations is supervised by the Czech Trade Inspection Authority (Česká obchodní inspekce, www.coi.gov.cz); compliance with the Trade Licensing Act by the competent trade licensing office.
In the text below I write in the first person (“I”, “I repair”) — this always means the company named above.
2. What these terms cover
These terms apply to:
- repair, servicing, cleaning and upgrades of computers and laptops (contract for work),
- custom-built computers and the sale of components (purchase contract),
- the sale of refurbished, i.e. used, equipment (purchase contract),
- data recovery (contract for work),
- IT services and advice for households and businesses.
If we agree on something different from what is written here, our individual agreement prevails. Where these terms distinguish between consumers and businesses, a consumer is anyone ordering a service outside their business activity.
3. How a job is agreed
An enquiry via the form, by email or by phone is not binding. The contract is concluded when we agree on the scope of work and the price — by confirmation by email or message, or by signing a handover record when I take over the device.
When I take over a device, I prepare a handover record: what I am taking over (device, accessories, visible damage), the fault you describe and how to reach you. You receive a copy.
4. Prices
All prices on the website are final. The company is not a VAT payer, nothing is added to them.
- Diagnostics are free if followed by a repair or upgrade. If you decide not to go ahead with the repair, I charge CZK 490 for diagnostics. I tell you this price before I take over the device.
- You always know the price of a repair in advance, after diagnostics. I don’t repair or order anything without your approval.
- If during the work it turns out the repair will cost more than agreed, I contact you and do not continue without your approval.
- The hourly rate applies on weekdays from 10:00 to 16:00. Work outside these hours and at weekends is charged at the “outside working hours” rate in the pricelist, and only by prior agreement.
- Pickup anywhere in Prague and the Prague-West district is free.
- Discounts: 40 % off labour for ZTP/P card holders, 20 % for seniors. Discounts do not apply to hardware or software.

5. Payment
Payment is made when the job is finished, on handover of the device, or by bank transfer against an invoice — as agreed. For more expensive parts that I order specifically for you, I may ask for a deposit. We always agree on any deposit in advance.
6. Timing
I complete most repairs by the second working day after taking over the device. If a part needs to be ordered, its delivery time is added. I tell you the expected date when we agree on the price. It is an estimate, not a firmly agreed deadline, unless we expressly agree otherwise.
7. Your data on the device
During a repair I work with the data on the device only to the extent necessary for the repair and for checking it. I keep the content confidential.
I recommend backing up your data before handing over the device. With some faults, especially failing drives, data may be lost even when the correct procedure is followed. If there is such a risk, I warn you in advance. If you cannot make a backup yourself, I can make one at your request as a separate service.

8. Data recovery
- The result of data recovery cannot be guaranteed in advance. After diagnostics I tell you the chances and what recovery will cost.
- I always work from a copy, never directly from the original medium.
- I don’t repair mechanically or electronically damaged drives. By agreement I hand them over to a specialist laboratory. The laboratory sets its own price and timeline, and I hand over the medium only with your express consent.
- I return the recovered data on a medium we agree on. I delete my working copies without undue delay after handover, at the latest within 30 days.
9. Collecting a finished job
When the job is done, I let you know and we arrange the handover — by delivery, or at the contact point.
If you do not collect the device, I proceed under Section 2609 of the Czech Civil Code: first I notify you and give you a reasonable additional period. Only after that period expires without collection may I sell the item on your account.
10. Refurbished (used) equipment
- A refurbished computer is used goods. I always state this in the offer and on the receipt.
- For each item I describe its condition — cosmetic defects, battery condition, what was replaced.
- I am not liable for defects corresponding to the degree of previous use or wear the item had when you took it over.
- The period for claiming defects in used goods is stated in the offer and on the invoice — always at least 12 months from takeover. For most refurbished computers it is 24 months. The period on the invoice forms part of the purchase contract. If no period is stated on the invoice, 24 months apply.
11. Defects and complaints
How to claim a defect in a repair or in goods, the deadlines and how I handle claims are described in the Complaints Policy.
12. Withdrawal from the contract (consumers only)
If you are a consumer and we concluded the contract at a distance (by phone, email or via the form) or off-premises (for example at your home during pickup), you have the right to withdraw from it without giving a reason within 14 days:
- for a service (repair, servicing, data recovery) from the day the contract was concluded,
- for goods (components, a refurbished computer) from the day you took over the goods.
Just send me any clear statement — by email to info@horopc.cz or by letter to the registered office. You can use the model form below, but you don’t have to.
If you withdraw, I refund all payments received from you within 14 days, using the same payment method you used, unless we agree otherwise. For goods I may withhold the refund until you return the goods or prove you have sent them. You bear the cost of returning the goods.
When you do not have, or lose, the right to withdraw (Section 1837 of the Civil Code):
- If you expressly asked me to start work before the 14-day period expired and the service has been fully provided, the right to withdraw lapses. Before starting work I tell you about this and ask for your confirmation.
- If you withdraw when the service has been only partly provided, you pay a proportionate part of the price for what has already been done.
- A computer built to your individual specification cannot be returned. This does not apply to ready-made builds that I offer to everyone.
- An urgent repair that you expressly requested at your home.
13. Out-of-court dispute resolution
If we cannot resolve a dispute by agreement, as a consumer you may file a proposal for out-of-court dispute resolution. The competent body is:

14. Final provisions
Matters not covered by these terms are governed by Czech law, in particular the Civil Code and the Consumer Protection Act. I may change these terms. Contracts already concluded are always governed by the version in force on the day they were concluded.
These terms apply from 1 October 2026.
